The following are procedures for those developments with PennHOMES. This includes developments which have PennHOMES funds and LIHTCs as well.
Procedures and reporting requirements have been amended in the PHFA Property Operations Manual which is effective immediately. The updated manual is posted on the PHFA website at www.phfa.org. Management should review this manual to assure compliance. In addition, please note the following summary:
1. The "Rental Schedule" has been modified to collect information on an accessible unit with is effective immediately. Note the following elements:
a. Indicate in Column B if a unit is equipped with MIU or H/V features (Mobility Impared or Hearing/Vision)
b. Indicate in Column C if an accessible unit has a household member who benefits from the accessible features by entering Y for yes or N for no.
c. Indicate in Column F if the accessible unit rent is at 20% of the Area Median Income by entering Y for yes.
2. PHFA has changed its policy to reflect HUD and is now allowing verification forms are "good for 120 days."
3. It provides a sample "Record of Visual Inspection of Documents" in Exhibit 2 of the manual. This form is to be used to document review of items which should not be photocopied, i.e., a birth certificate. There is more guidance in the HUD Handbook 4350.3 REV 1 - Appendix 3.
4. An annual "Supportive Services Report" must be submitted by all PennHOMES properties as an attachment to the Annual Report. It can be found in Appendix 4 of the manual.
5. The "Project History Form" - Part 1 has been updated to collect data on accessible units. Part 2 has been modified and both parts are to be completed and provided to PHFA at the rent-up meeting for new properties.
6. For informational purposes, PHFA has issued their policy on Post 15 Year Compliance Period procedures. It is included in Chapter 16 "PHFA Properties with Low Income Tax Credits - Post 15 Year Compliance Procedures" which has been added to the Manual.
7. The following items have been eliminated:
a. The "Statistics for Head of Household" form (Non-PJs only)
b. The Section 3 Summary Report (HUD Form 60002) (Non-PJs only)
c. The "Initial Resident Survey" form which was used during rent-up.
8. The "Directory of Centers for Independent Living" (CILs) has been replaced by the "Service Organizations and Housing Resources" county listings on the Agency website. Exhibit 13 of the manual has access instructions. |
